Statement from the Welsh Refugee Council CEO Andrea Cleaver in response to Home Office announcement.

The Welsh Refugee Council is deeply concerned by the Home Office’s latest measures, which prioritise border security and enforcement over the protection and dignity of those seeking refuge. While we recognise the need for effective immigration management, this approach risks further marginalising vulnerable individuals who have already endured unimaginable hardships.

The focus on increasing detention spaces and ramping up removals fails to address the root causes of displacement and does little to create a fair or compassionate asylum system. Instead, it reinforces a narrative that criminalises those fleeing conflict, persecution, and violence, pushing them into the shadows where exploitation and harm are more likely.

We echo the voices of those directly affected by these policies. One of our clients has shared, “A detention centre is just another word for a prison, and you are treated like a prisoner too.” Detention is not the solution; there are more humane and effective alternatives, as demonstrated by UNHCR’s pilot programmes. Community-based support is not only more compassionate but also more cost-effective. These programmes demonstrate that we can manage immigration in ways that respect human dignity and rights.

Moreover, the increasing demand for voluntary returns over the last two years highlights the need for supportive, non-coercive pathways for those who wish to return. Strengthening these programmes should be the focus, not expanding punishment-focused strategies that induce fear and further trauma.

We urge the UK government to reconsider its approach. Rather than investing in punitive measures, we should work towards a humane asylum system, in line with our international obligations. A system that recognises the human rights of every individual and offers protection and support to those who need it most.

The Welsh Refugee Council remains committed to advocating for the rights and dignity of refugees and asylum seekers. We call on the government to prioritise policies that reflect our shared values of compassion and respect and to work towards long-term solutions that address the global challenges of forced migration.

Mae Cyngor Ffoaduriaid Cymru yn pryderu’n fawr am fesurau diweddaraf y Swyddfa Gartref, sy’n rhoi blaenoriaeth i ddiogelwch a gorfodaeth ffiniau dros warchod a urddas y rhai sy’n ceisio lloches. Er ein bod yn cydnabod yr angen am reolaeth effeithiol ar fewnfudo, mae’r dull hwn yn peryglu ymylu ymhellach ar unigolion bregus sydd eisoes wedi dioddef yn enbyd.

Nid yw’r pwyslais ar gynyddu lleoedd cadw ac ar gynyddu’r camau i waredu pobl yn mynd i’r afael ag achosion sylfaenol dadleoli ac nid yw’n gwneud llawer i greu system loches deg neu drugarog. Yn hytrach, mae’n atgyfnerthu naratif sy’n cosbi’r rhai sy’n ffoi rhag gwrthdaro, erledigaeth, a thrais, gan eu gwthio i’r cysgodion lle mae’n fwy tebygol y byddant yn cael eu hecsbloetio a’u niweidio.

Rydym yn atseinio lleisiau’r rhai sy’n cael eu heffeithio’n uniongyrchol gan y polisïau hyn. Mae un o’n cleientiaid wedi dweud, “Dim ond gair arall am garchar yw canolfan gadw, ac rydych chi’n cael eich trin fel carcharor hefyd.” Nid yw cadw pobl yn mynd i ddatrys y sefyllfa; mae na ffurfiau eraill sy’n fwy dyngarol ac effeithiol, fel y dangosir gan raglenni peilot UNHCR. Rydym yn annog llywodraeth y DU i ailystyried ei dull gweithredu. Yn hytrach na buddsoddi mewn mesurau sy’n cosbi dylem weithio tuag at system loches sy’n dyngarol, yn unol â’n rhwymedigaethau rhyngwladol. System sy’n cydnabod hawliau dynol pob unigolyn ac yn cynnig gwarchod a chefnogaeth i’r rhai sydd eu hangen fwyaf.

Mae Cyngor Ffoaduriaid Cymru yn parhau i fod yn ymroddedig i eirioli dros hawliau ac urddas ffoaduriaid a cheiswyr lloches. Rydym yn galw ar y llywodraeth i roi blaenoriaeth i bolisïau sy’n adlewyrchu ein gwerthoedd cyffredin o dosturi a pharch ac i weithio tuag at atebion hirdymor sy’n mynd i’r afael â heriau byd-eang mudo gorfodol.
