Zoe Hilton
Hello I’m Zoe
I’m a Registered Nurse and Innovation Programme Manager in the NHS, and a proud mum to three amazing young people who are each starting to carve out their own paths in the world. I live in Cardiff with my youngest son and our much-loved dog, and whenever I can, I head west to the beaches of West Wales, my favourite place to breathe, reset, and reconnect.
I’ve spent over 30 years working in healthcare, always guided by a belief in fairness, compassion, and the power of human connection. From hospital wards to research labs, and now in innovation, my focus has always been on improving care, finding better ways to support both patients and staff in a system that can so often feel stretched.
Beyond my NHS role, I’ve spent the past eight years volunteering in Northern France with the First Aid Support Team (FAST), providing medical care to displaced people living in makeshift camps. I’ve seen the human cost of conflict and displacement up close, the vulnerability, the resilience, and the heart-breaking gaps in support. More recently, I travelled to the occupied Palestinian territories with Medical Aid for Palestinians, where I helped scope and develop breast cancer care services in the West Bank. These experiences have left a mark on me. They’ve shaped how I see the world and strengthened my commitment to justice, dignity, and the right to healthcare and safety for all.
At the heart of everything I do is a deep belief in the basic human right to be treated with dignity and respect. I carry that into every moment of care, every conversation, and every act of advocacy. Everyone deserves kindness, safety, and the chance to begin again.
I bring energy, curiosity, and a deep respect for lived experience. I also sit on the board of another charity supporting people with financial resilience, so I understand the importance of good governance, and of listening, really listening, to the people we serve.
Being part of the Welsh Refugee Council feels like a natural extension of all the things I care about: fairness, humanity, and standing alongside people when they need it most. I’m proud to contribute my voice and experience to this vital work, and to learn from those around me as we strive together for a more compassionate, welcoming Wales.
